PROFILE PHOTO censorship?

I gather from reading some posts that BBO is "approving" profile photos before allowing them to be used. What criteria determine whether someone can use the photo they want to use?

I'd sure like to know whether we are still dealing with a glitch that prevents upload or are now dealing with anonymous censors.

We disabled profile photos a few weeks ago for performance reasons. We'll re-enable them when we address some other database load problems, but we can't specify a particular timeframe.
