Is all private chat suspended during play or can you private chat to opponents if you want something explained about their bid? If no private chat allowed how do you ask what a bid means if you are unsure.

You can private chat to one or both opponents, but should do so only if really necessary. To ask for an explanation about their bid it is sufficient to click on it. If the explanation you obtain is clearly minimal/hurried then you can click again (once) hoping for a more detailed explanation. If that fails then you can ask a question via private chat.
Be patient if the opponent has problems recognising/dismissing your explanation requests, as the interface is very poor here.

In particular, if they're playing on a phone, they may completely hide the chat window to see the hand better.

My most common request to opponents is "carding?" because that's not a "click on the bid" thing, and, well, the next time I see "Standard American Yellow Card" with no names on it and they're actually playing SAYC with standard carding may be my first.
