what does reputation mean?

It's simply a count of the number of times one of your posts has been upvoted, so it's kind of an indication of how valuable someone's posts are. But not really - people upvote posts for any number of reasons and some counts of long-term users are inflated because one person a few years ago would upvote a lot of posts without much good reason.

I think you can upvote posts after posting 50 times. You'll see the button to do so on the bottom right of each post.

To answer two other questions you might have, you can't downvote posts anymore. And you can't upvote moderator posts.

Perhaps they intend to reinstate it at some point, but after the last time it is clear it would be an unwise mood.
