Another doozy Epic robot bidding

This is from Just Declare but I'm assuming those hands are culled from actual robot bidding.

I'm at a loss to explain this sequence. After deciding that a reopening double with essentially perfect shape wasn't the right bid with the South hand, North passes the forcing 3S bid.
