I dont play 2/1 but to my mind I would like to know vulnerability... and my simple - minded approach suggests 4c (optional)...
Partner by 1s bid shows about 8hcp...what does that mean you cannot know without his help... could be AJs, QJh, but there may be some 9s/ 10s ..... but main problem may be n/s communication once trump are cleared can you reach any promoted tricks?
What is partners likely hand pattern...5332,5431,5422 are statistically most likely?

Possible bids are 3NT - real punt, pass hoping that pd can X and then I'll bid 3NT which expresses doubt about the D stopper, and X - probably worst of the lot unless pd bids 3NT - yeah sure!
At the table I'd probably bid 4C.

OK had dinner and a glass of wine and thought about this, I'm bidding 3NT; so what I've been down before. Incidentally John, why does pd need to have an 8 count? Mine often have 5! lol Seriously pd needs a heck of a lot to make 5C. Stiff K of D, Jxx all give me a play for 9 tricks. A knowledge of who your opps are and the form of the game would help.

3h, the most flexible bid.
Hoping pd can bid 3nt or rebid spades to 3s.
I'm not passing the 3nt level with 4c that will only endplay pd in the bidding.
If he happens to have 4h then I have to decide between the 4h and 5c game.The 4-3 fit can be good.

I am with Luis and Ron... there is simpy no way you can bid past the level of 3NT with this hand. So 4CLUBS is out. I will also not pass with this hand. So that leaves several unattractive alternatives. These include....

3NT - the most likely contract.
3H - the road to 4H in a 3-3 contract.
DBL - flexible, places milder intrest on hearts than bidding 3H.

3NT appeals to me but I believe I would double, then pull 3H or 3S to 3NT. If partner jumps to 4H, I will let him play it. Of course, I would love to hear partner bid 3NT himself. The only problem with double is if partner passes...but since I have two diamonds to the queen, that might not be so bad after all.

My first opinion was to bid 3H. I just have a half control in D and I don't want to bid higher than 3NT (best contract if p has something in D). Partner won't bid 4H with only a 3-card, so 4H in 4-3 fit is doable. 3NT is a risk and because of the unknown vulnerability we can't know if opponent can have AKJxx... of D. With Dbl I normally promise a 4-card H or 3-card S support, so that's out of the question. Pass is another option, but eventually you get to the same kind of bidding after partner redoubles. AND (!) west can also bid 4D or 5D to make life misserable (again: depends on VULNERABILITY).
