It seems at first that 4D should be invitational as responder has limited his hand with 2N - but the key issue is that the only games seemingly available to opener's POV are 4H and 5D. Ergo, the only jump that still leaves 4H as a possible landing spot is 4D. Therefore, 4D is best used as forcing to at least 4H.
