I note that the description of 3♦ doesn't including "forcing".
Is this a case of Simon Says? If Simon (aka GIB) doesn't say "forcing", a bid isn't forcing?

Even if this bid isn't forcing, a false preference to 3♠ seems like a standout. Surely 3♦ promises at least five spades.

This is a common problem with GIB bidding. If a bid is described as unlimited (in this case, 11+), logically it should be forcing, but apparently not for GIB. If it isn't explicitly forcing, GIB will often pass it.
The world would be such a happy place, if only everyone played Acol :) --- TramTicket

I had GIB pass 4nt unusual when I was holding void, Ax, AK10xx, KQ10xxxx. Partner held 10xxx, Qxxxx, xxx, Jx and I went down 4 singled against a vul spade game.
