The power of the host to boot

It becomes a disease on BBO, that the host boots, when you make a good game or any reason (no reason).

My suggestion (which I repeat) is to oblige the host to choose a reason for booting and and communicate this to the booted player. After a few months it would be easy to identify trigger happy hosts and obnoxious guests.

And what do you do if they make up a bogus reason? Who should we believe?

You offer a sensible predefined menu, and you don't need to decide on single cases at all.
After a few months it will be quite clear which hosts are booting too frequently and/or booting people nobody else boots.
And which guests are being booted too frequently and/or always for the same reason and/or by people who otherwise rarely boot.
Then you can warn the obnoxious and remove hosting privileges from the trigger happy.

We already keep track of boot frequency. We used to automatically take away host privileges temporarily if they did it too often, but I think we turned that off.

That's more of a problem to them, because the booted player and those that remain will notice that it is bogus and become more likely to decide not to play with them in future.
But BBO can easily note an unusually high frequency of a certain reason for a certain host or guest - which suggests that the problem is on their side.
