3c cheaper minor bid ???????

without going any further it is the 3c bid that got me. alerted as "cheaper minor-11 hcp-12 ttl pts-forcing to 3s_
what on earth is going on here? this an acbl tournament.

GIB has a lot of unfixed bugs where it bids cheaper minor when it shouldn't. This isn't one of those cases though.

There should have been a minus ("-") sign in the description, so it should mean less than 11 hcp, less than 12 total points. Still, that's a crazy high number of possible points for a 2nd negative. IIRC, the usual description would be something less than about 5 or 6 points.
