This seems to be a systemic bug, not a simulation quirk. 9/16 tables ended up in the bad 5-2 heart fit.

No, it's definitely a result of a simulation - basic GIB passes 3NT. (Simulations are identical at different tables.)

Why is Gib simulating?
Partner say 3N is spot. 3N should be a source of tricks usually spades not the collection of 18 hcp.
Don't know what Gib meaning for 3N is?
North has no cards that's say otherwise to 3NT in fact with outside stoppers is perfect for 3N.
South could even be short in hearts..
