Not sure what GIB should bid here but a non-forcing 3♥ would not be my choice.

Lacking Namyats or a forcing bid after 1♥ - 1♠, a natural 4♥ seems to be the most obvious choice.
It's probably the right contract and if partner has vision of slam he can always control-bid or RKCB (in this case either way he's going to stop at 5♥).
