Severe underbid as 2c responder

As responder to opener's 2♣ opener and 2♠ rebid, GIB shows a minimum hand for game, while holding an incredibly slammish hand. What gives?

Sorry, I can't think of an explanation for the description of North's bidding. Apparently more standard random bidding by GIB.
