Don't know what to make of this. If you're afraid 3NT is better than sitting for the double, 3 hardly seems the way to get there.

Yes, Gib doesn't like defending with trump tricks. Gib would much prefer to have hcp and the opponents having a fit so the points get ruffed, then Gib will leave in X.

I agree that 3 is a terrible bid, but I can imagine that from GIB point of view it is the least bad of all options.
You or I might well pass, but his hand doesn't fit most rules for that and of course robots always obey rules.
The hearts length is sufficient, but there is no side Ace and no good spot cards in the suit, and good luck hoping he can recognise T9 as interesting texture.
He's not going to risk NT with those spades and that vulnerability and clubs is the only sure 7+card fit.
