Why does robot-East cuebid 5♣ (explained as "18-22 total points"), when it only has 14-hcp balanced?

Wouldn't seem too hard for a computer to count the points right :(

The explanation and the bid aren't really connected unfortunately. That said, I agree it was an overbid.
