I guess North couldn't bid 3♥ because it would have been strong. In that case I'd bid 4♥ as South, not 5♣.

If you mean the opener, yes I usually (though not always) I prefer to open a 5-card major rather than a 6-card minor because after opening 1m it is often impossible to show the major as a 5-card suit.

Agree. Open 1M on weakish 5-6 hands unless major is very weak.

This is the real issue--if GIB would open 1♥ you could cope with a 5♦ overcall on this hand.
