This hand is from " Video Bridge" in Solitaire.
4 says " 3+,22+TPs".
Its definition obviously denied cuebid / limited raise, actually, would its cuebid 4 need 22+TPs? Never.
22+TPs only misled its partner, what else?
I would think it is not reasonable.
Hoping the basic meanings of basic bidding would be correct in " Video Bridge", even we know it is basic Gib.
This is my suggestion.

P.S.
I think the 5 definition would be " Correct back - 3/4 key cards - 3+, cuebid Ace."

5S will never be defined. 4D should probably be like 6 points lower range. It is probably following some general rule, not one for the specific auction.
Please let me know about any questions or interest or bug reports about GIB.
