Shouldn't the response to FSF be telling something new?

It is telling you something new even though it is badly chosen obviously 3C not that 4H is really such a bad contract- it is just level of the badness as 3NT. No stoppers.

Actually there is an issue on the definition of rebid-3♣ by opener.
3♣ says " 4-♦，5+♥, 3-♠,11-16hcp, rebiddable ♣,12-18TPs,forcing to 3N ".
We would know 3♣ should show " 5+♥, 5♣, 0-3♠, 0-3♦,11-16hcp, 12-18TPs, forcing to 3N".
I think such definition is a correct description style so as to let Gib to understand better.

Why does Gib N rebid 3♣ indirectly instead of directly?
What are its bidding rules here?
