E-W are a pair of basic Gibs, it seems there is no problem for Gib bidding,so if you think basic Gibs bidding are not good, now you would try to get hopeful 6♦. I have no way to reach 6♦ reasonably because it is very difficult to show weaker 5-card ♥ strength and extra ♦ length at the same time.

I take it, East is reversing here, but with only 13 HCP and a poor heart suit, is it appropriate to reverse, even with a 7-5-1-0 distribution? Clearly 6♥ is unmakeable, and I don't follow East's 3♥ at all.

I think a reverse is appropriate but with this suit quality disparity, a 3♦ rebid is better than 3♥.
The world would be such a happy place, if only everyone played Acol :) --- TramTicket

It's not a great slam, needs the diamonds to come in and a finesse.
A lot of the time if partner has 3♥/1♦, 6♦ will still be the better slam even if partner has a heart honour, so as soon as partner shows 5♠/4♣ and not 4♥ you need to head for diamonds.
1♠-2♦(not GF for us, but doesn't too much matter)
3♣-3♦
3♥-4♦(for us this carries a very strong inference of a side heart suit given that we haven't used the SJS with a suit that's clearly up for it)
4♠-4N
5♥-6♦
Would get you there, but as I said, not sure you want to be there, would look better if opener's hearts were Qxx.
