Do NS bypass a 4-card ♠ to rebid 1N?
Yes, it is possible that North has 4 spades.

I might have stretched to 2♠ the first time around. Having decided against it then, I can't imagine a reason to bid it now.

I wouldn't have bid earlier, but I wouldn't say it was wrong.
There is NO WAY I would balance. The opponents have exchanged information and are in position to punish an indiscretion. North should hit 1NT at matchpoints I think (if double would be penalty).
I wonder why North didn't open 1NT...(ironically I think I would balance automatically after 1NT - Pass - Pass)

North didn't open 1NT since it would show 12-14 for them

Why give the opponents another chance? Does anyone seriously believe that a better score will be achieved by bidding? If you do please meet me in the money room.

I might very well have bid 2♠ the first time around, because that also has the additional benefits of making it harder for them to find diamond and heart fits. (Also, it's well known that 4th seat interference is the weak point of weak NT systems.)
Having passed first time around, there is absolutely no way I would bid now.
