Is 3 asking opener if he has 3 Spades or is it asking opener if he has a club stopper for NT?
I doubt that there is a 4-4 heart fit.

Assuming it is one of the above

What should opener bid if he has neither
and what should opener bid if he has both a club control and 3 card spade support?

The famous Diamonds problem. I think 3H is ambiguous, either H stopped or longer S (5+). Opener with C stopped bids 3S with a 3-card fit or 3NT w/o. If C are not stopped he can try sth else, anyway 3NT did not rate too good a contract... 3S on tgis sequence denies long S and should mean C stopped I guess. D problem is kinda complicated :(

It's a punt for 3NT. With a good 5 card spade suit, you can rebid 3S, and with a poor 5 card suit, 3NT is often at least as good as 4S even if there is a 5-3 fit.
