I guess against average opponents, you run the 10 to cater for 9x in the West hand. Against WC opponents, H9xx-Hx becomes too likely, so cash the ace.

I think that b depends which hand is in dummy. Its much easier to duck from Hx when you know that your partner does not have H98x.
Also, if they do cover, it might be from H9x? So its not obvious that even if you do cover that you should play back to the 8 rather than the J. At least to me.
