After weak two bid,it seems that my first double is only for showing 13+TPs,not takeout,orelse,Gib W should respond 3♠ instead of pass.
Is it correct?

It doesn't use the word "take-out" (contrast 2nd double) but the expressed shape restrictions are consistent only with that interpretation

If passing then bidding by West shows 7- total points, I'd expect that to mean that bidding directly over 2♥ to show 8+ total points. Doesn't he have that?
