This takeout double to opening 1♥ only promises 3-card ♠ without strong hand.
I think this takeout is not good and lack of standardization.
I suggest Gib N should overcall 2♣ instead of double if can't promise 4-card ♠ except strong hand.

It's kinda tough to teach GIB when to double vs overcall. I would make a takeout double on AKx void KQxx Jxxxxx, but the GIB descriptions never seem to have any "if" statements in the description.

Also, why did South bid 3D instead of double?

I don't like the takeout double in the opening post, but I also don't like the concept that a minimum takeout double should always contain 4 spades.

GIB always picks one of the two 4-card minors randomly. It's one of the worst flaws it has today.
... and I can prove it with my usual, flawless logic.

Yeah, but GIB does play responsive doubles....

But he never uses them. At least, I have never seen him use them. Hence the "biggest flaw today" comment. GIB also happily jumps with 4m333 and some crappy 9 count. Awful.
