why bid 1? Even Gib might have bid 1 if it had 4. So should be 2.

But your right 1 shouldn't promise 5 if fact it is unlikely you'll have 5.

Because gib might pass with 3-3 or 4-4 in the majors and it makes sense to offer it the option of playing in 1H. Pass over xx does not deny a 4-card major, just denies a clear preference.
