why bid 1♥? Even Gib might have bid 1♥ if it had 4. So should be 2♣.

Because gib might pass with 3-3 or 4-4 in the majors and it makes sense to offer it the option of playing in 1H. Pass over xx does not deny a 4-card major, just denies a clear preference.
