I don't understand Gib"s forcing(4)

1- 2 says " 3+,3+,Q+ in ,11-12TPs,forcing to 3 ".
I think it is unnecessary to be forcing to 3,sometimes bidding 3 is too high.
If it says " 3+,3+,Q+ in ,11-12TPs,forcing ",why doesn't it work?

2- 3 says " 3+,5+,Q+in ,14TPs,forcing ".
In fact,it still is invitational bidding with non-forcing.
If 3 is really forcing,I think it should be slammish - wanna to explore slam?

3- I strongly suggest Gib E should open 1 instead of 1 in the minimum hand (11-13hcp) since Gib E is not so strong enough to reverse bid.
