Difficult to deal with simple hand

2= wanna to play,but it seems Gib is very difficult to deal with this sorts of simple hand.

After his pass, then 2 then 3, South has described his hand as well as he could possibly describe it. If his partner bids 3N after that, the auction should end there. This (unnecessarily pulling partner's 3N) has been a frequent issue with GIB, but I thought it had been address a couple of updates ago. Maybe not.

Maybe you don't understand what I said.
I mean that 2 is to play,is signoff,so Gib N should pass,bid nothing.
