Why does Gib N rebid second suit ♥ twice without extra length and extra values.
I think the explanations of 3♥ are incorrect if necessary for rebidding,it should be 5♥,5+♠,14TPs,forcing to 3♠.

North is not bidding hearts to show heart length; spades are already the agreed suit, so he's using this sequence to thread a needle and not get to game with 14 total points opposite 10.
