When South has rebid NT and North intends to raise NT, North should only be considering his HCP; the fact that he can count his heart shortness to get to 13 total points does not help his side make 3N. I don't think 11 HCP is enough to bid game here. (GIB doesn't count credit for his working tens; as far as he's concerned those could be deuces.)

HCP for NT; Total points for suit contracts

In the discussion of a recent update, it was said that GIB now uses total points to determine required strength for suit slams and HCP to determine required strength for NT slams. I think the same should be true for games.
When South has rebid NT and North intends to raise NT, North should only be considering his HCP; the fact that he can count his heart shortness to get to 13 total points does not help his side make 3N.
