1- What's the meanings of 4? Is the purpose of 4 to tell prtner tht it have 9-TPS instead of suit? And pass after double.
2- 4 says"5+",it is also wrong.

A bug, agreed. 4C is a terrible bid of course, but I suspect GIB is backed into it by the poor explanations of other calls.

Ironically, 3H is the obvious action but HERE, when partner demanded a bid, it refuses to bid a 3 card suit.

Edit - perhaps 3H isn't THAT obvious. 3D isn't awful.

You forget that for GIB a 3 card suit is biddable, even without partner implying length in it :)
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

Psyche (pron. sahy-kee): The human soul, spirit or mind (derived, personification thereof, beloved of Eros, Greek myth).
Masterminding (pron. mPosted ImagesPosted ImagetPosted Imager-mPosted ImagendPosted Imageing) tr. v. - Any bid made by bridge player with which partner disagrees.

"Gentlemen, when the barrage lifts." 9th battalion, King's own Yorkshire light infantry,
2000 years earlier: "morituri te salutant"

"I will be with you, whatever". Blair to Bush, precursor to invasion of Iraq

Obviously, the explanations of 4 or 4 bid have no meaning to this hand,so I think it is a bug.
