If you ask for keycards, and you have the requisite amount, then you bid slam.
Always.
Otherwise, don't use RKC.

It doesn't know you have 4 card support, so it passed 5H since it was missing an ace and the queen of trumps.

Maybe it thought that the HQ was a key card? South has only promised 3 card support.
Only guessing as to the reasoning, not condoning it.

Yesterday I had an auction where NorthGIB had shown 5+ hearts and I had shown 3. He actually had 6 hearts, and when I initiated RKC, he lied and told me the had Q when he didn't, presumably because of his sixth one. If he's going to do that, it would be consistent for him to ignore missing the Q when he knows of a 9+ fit and initiates RKC.

Also a disgrace that have 13 HCP (and two controls) and a shortage over an opening so a 15 TP hand isn't enough to cue bid with a fit.
