Gib E is very crazy in this hand.First,it reverse bid 2,then rebid 4 only with 11hcp after 3 with 3 card support.4 says 5+.it is impossible.

The problem is the 2 call which is forcing to 3N. Once East has created this forcing-to-3N (I hate that I can't call it "game-forcing") sequence, he has to bid 4 over 3. So, either 2 should be only F1, or East should not make this bid.

I agree that a GF (and correctly so) 2S call is something of an overbid. But W has no business encouraging with 3S, 3C is clear-cut.

Of course in the "human best hand" tourneys I play in, I can either pass 2S or bid 3C and then pass 3D knowing partner has no more than 11 HCP.
