Gib:overcall or takeout?

After 2,Gib E bid 2 with 4-4 majors,why not takeout? What's the Gib bidding card here?

I don't think GIB plays double as takeout in this auction. I may be wrong though.

It's not uncommon in situations like this, where East has effectively denied a five-card major by failing to transfer, for 2H to show 4-4 in the majors.

I would not object (too strongly) if that were the agreement. And perhaps it is, but it is not the description.

I have always played the a double by a 1NT opener or overcaller of a suit bid on the left was takeout, on the right it is penalty. What did GIB say about a double of 2D?
