What does it take, a written invitation? Surely North is closer to a 6♣ bid than to 4♣ on this auction. Partner has forced to 3♠ at least without any encouragement, and North has an Ace and two Kings, all in partner's suits. North bids like he has nothing.

To help the analysis, here is a table with the same auction with explanations provided for the South calls.
It certainly seems that North, looking at his 11 total points, should have enough to bid 5♣ opposite South's 16-22 total points. For the programmers: what would North need to make that call?

Gee North could have a 0 count for 4♣. Gib needs steroid to be more aggressive when there is a likely good fit.
Gib should be bidding 3♣ on earlier round to suggest some values.
