Double by West would have shown 3 card Spade support. So West does not have a penalty X available, unless he trap passes and relies on East protecting with X when short in D. Only guessing, and maybe should just give up on penalty.

Also 2H by E would be forcing. Double gives them a chance to play in 2H.
