runner exclusion on tournment

I see that in some tournment there is an exclusion for runners.What is the modality for being considered a runner. Or for returning a normal player.

Tournament directors mis-use the term "runner". The people who are being excluded are people who have not established an acceptably-high Tournament Completion Rate (TCR). So, you can fail to have such a TCR either by running or by not yet having played (and completed) many tournaments. My understanding is that directors can set the required TCR level wherever they see fit.
