And... how does East count spades for "The Law"?

Edit: I guess I should add that West's hand falls a little short of the provided description for 4, although I like the bid itself.

Opener made a support double. E certainly knows the combined S length. That said, if the actual point of this post was to criticize E for moving over 4S, I certainly couldn't agree more.

East should see his own 7 spades, and expect West to have 3. How does this add to 9, as indicated in the explanation of the 3 bid?

My actual point, which I may have too-cleverly masked for anyone who isn't an American of a certain age, is that East assumed that 5 showed 4 keycards, not 1 or 4.
