Almost contradictory explanation

Now 3 by opener is: 2-; 14+HCP; twice rebiddable ; 14- TP.
2 is defined reasonably (more or less), minimum opener with no club or heart support.
4 has the same explanation as 2.

(The hand that inspired me to consider 3 was KT96 - AKQT52 K83 where bidding 3NT seems like a bad idea)

I wonder if your pass restricts definitions of future bids... maybe with your actual hand, GIB expects you to rebid your diamonds at your first opportunity whereas bidding in the actual auction is basically scrambling?

That would make sense, but there are so many bug reports where people pass, then balance and GIB sends them to game ignoring they've limited their hand.
