I think that there is an upper total point limit on an overcall, above which GIB starts with X. Nothing particularly wrong with that, except that I agree that East has an absolutely clear 1S bid so I worry about how the margin is defined. The margin should be extended when you have a hand that is difficult to describe after starting with X. The importance of this is elevated given that GIB advances to doubles are not good at catering for the fringe possibilities that double may contain. It is quite reasonable to bid initially on the assumption that he has a minimum double, but GIB is not capable of keeping half an eye open to the possibility otherwise.
West's 2H bid is quite interesting. We commonly use double in this position to expose the psych by South. I am aware that some use both X and 2H to do so, with 2H just showing longer trumps.
Thereafter it all gets a bit Salvador Dali. Personally I would not have doubled with the North seat, but been content if they stopped there. Maybe North diagnosed that they had nowhere to run, although I think that 3N can be made on some good guesses.
I don't think that 2NT was the rebid that East was anticipating when making the first double. That would normally show a balanced hand too strong for a 1N overcall. What hand type can East possibly have that does not have Heart support, does not have a 1N overcall over 1C, does not have a suit that he can introduce over 2H, and yet has a game invitation in NT? Perhaps this is the only possibility. He might try 2S over 2H, but perhaps that shows better Spades.
From West's perspective, East is showing Clubs guarded by bidding 2N, and at this point North may still have only 3. It is not a bid that I would have made, but perhaps when the coin lands on its edge 3C is the right spot.
