When to move to next round

In clocked and unclocked tourney, is it true that only all players finish the hand we move to next round?

Is it possible that when e.g. 70% of players finish the hands move can start, giving a faster tourney?

In ACBL tourneys where there are several sessions, I could see one session moved while the other sessions has not.

In clocked, moves occur when section has completed, or when time has run out.

In unclocked moves occur on a table by table basis -- as each table finishes it is matched with another table or set of tables (waiting if need be)
