So I suggest here its basic bidding rule is that pass is a best choice after penalty double,very simple.
If you have your normal opening bid you have no reason to run from a double. you don't know what partner has they could have 16 pts and your killing 1N.
only reason to pull if your sub-minimum, then you will have decent rebid cause youll have distribution, like a second 5 card suit or a 6-card suit.
