I think this is an improvement for GIB. In the past doubling in your seat with a real suit and hand would not sufficiently encourage GIB to compete. Now it does. Your standards for doubling in that situation will have to be stepped up, as they well should be in my opinion.

I think OP is commenting on the inconsistency between the description of the 4♣ bid (5+C) and the actual North hand (3 clubs).
