Two Gib hands with same blink spot

After opps 1M---3M,how to handle for Gib? I think here is just a blink spot.
Here two example hands at below :

Hand-1


Play time: 2014-05-30
The result: 4X-2 300

Pardon,I play major jump raise as weak with 4 card support.maybe you think my 3 is just a psyching bidding instead of limited raise.
Ok,let us assume that 3 is limited raise.

1- Facing 3 limited raise with complicated situations,is it reasonable for Gib W double without 4-card in its16hcp and balanced hand?
2- As we know,Gib play is a loyal style,however its double is alerted as 4+,actually Gib W can't promise 4 card holding.

So I have to say it needs adequate bidding rules here after opp limted raise.

Hand-2


Play time :2014-05-26
The result : 4WX-4 1700

-1700 score,like huge astronomical figures.
Same blink spot,but for this hand,it makes more worse.

1- After limted raise,Gib W double only with 13hcp and balance hand.
Obviously this decision is very wrong unless 13hcp with unbalanced hand and 4 card other major.

I would like to regard 11-13 hcp as low limited hand,14hcp as extra values.
Assume that it goes:
1S--2S,then you bid any at three level, only with 13hcp balance.

After 1 - 2,it will be very in danger for you bid any at three level only with 13hcp balance hand,what else?
So Gib E's double only with 13hcp balance is very very in danger on the probability !

2- "Double" is defined as "takeout double--3+,3+,4+,13 total points"

But yes, I believe GIB uses HCP for NT contracts, and TP for suit.

I can't fully agree with this view.
Without the exception , it is not the rule !

For this hand in this situation,13 total points as explanations or a definition is not good.
So I have to say it needs adequate bidding rules here after opp limted raise.
My definitions of this double is "Takeout--3+,3+,4+,14hcp+,likely unbalanced".

Have you any idea ?
