GIB's hand evaluation is awful but this one defies understanding:

(2H) 2N (P) 3H (GIB)
(P) 3S ALL PASS!!!!
I'm sure some players that start with a weaker action than 2N
(such as pass) will reach game.
Is GIB catering to psyches?
If it can't even do basic NT responses and evaluation anymore what chance does it have?
