In FP our style is
pass = penalty or extras or good suit.
X = medium interest in penalty.
bid directly = no interest in penalty, bad suit or no extras.
Opener doesnt have Hxx in D doesnt have 5H doesnt have 4S doesnt insinst on NT.
So he is either
3433 with xxx in D or 3425 but could be ?5?? with crappy suit.

It's interesting to note how the 19-20- 2N opening really narrows down the range of the 1N bid. Given the 14-16 NT, 1N is strictly limited to 16-18.
