Why GIB pass 3d with decent values?

I am wondering why GIB pass my 3 with decent values,I think GIB should rebid 4 for invitation or cuebid 3 to ask stopper in .

3 is explained as 12-22 TP so it should obviously be forcing. We have seen this kind of bugs a few times here before. Apparently GIB doesn't infer the forcing character of a bid using "logic". If a bid is not explicitly forcing you always risk being passed.
