I guess 2♣ is new minor forcing so 3♣ is 5+♣ but not forcing only INV

A bar bid is a pre-emptive bid made in order to keep the opponents from entering the auction, usually by balancing. One sequence that some people use is 1-2-3 bar, when you open one of a suit, partner makes a weak raise, and you again raise it to the 3-level, but to play.
Honestly, you should have passed 3♣ - partner knows you have 11-14 balanced and decided it wanted to find a possible 4-4 fit on the way.

To complete the picture, as I understand it, with a game try or better GIB responds 2C on first round (1D-2C being not GF). That leaves this sequence otherwise redundant, except as an opportunity for weak canape
