When placed under duress, GIB will frequently vary its hand by one card from the system norm. This is particularly noticeable when it is bidding what may be the final contract, based on simulations, not that 4H is likely to get passed here with 14+ opposite 16+
That said, I am more concerned that GIB claims that 3D shows a 5th Club which he does not hold. Well yes, I agree with that, but then I would have bid 2N rather than 3D on the stated hand.

I would expect 4♥ to only show a doubleton, since North probably would have bid 3♥ over 2♠ with 3-card support.

GIB should bid 2nt. 3d should be 4sf IMO, show fifth club but *deny* diamond stopper.

In my experience GIB never plays 4th suit forcing (in a stopper-asking context) after it has already made a GF 2/1 response. That may be a bit of a sweeping generalisation and there may be exceptions but I do not recall any. I believe that this is a flaw in GIB system, but I lack sufficient experience in GF 2/1 outside of GIB to insist with authority. If I am right then I expect that correcting the GIB system in this area could be a major undertaking.
