Major first Vs suit count first

1- After opp's 2♠ ,if you abide by majors first,north GIB should bid 3♥,the result is 4♥ will be easy to make.
2- After opp's 2♠ ,if you abide by suit count first,north GIB should bid 3♣ then 4♥.
but the second sequence is very easier to mislead partner with slammish strongly,do you think which is better?
