strange pass bid

after GIB bid 2♠ for game try,I bid 2nt show "balanced minimum--3+♦,4+♥,11-13hcp;12+total points;forcing to 3N" according to GIB CC,then strangly GIB pass my 2N.It is well known to all,2N is like convention,not final contract and GIB CC promise it will be forcing to 3♥,so I think it is a unreasonable bid for GIB to pass my 2N.
