why don't preemptive raise?

Sometimes I found GIB make a preemptive,sometimes not.For this hand,if GIB make 3♠ preemptive raise,I am willing to rebid 4♠.

So, you need East to hold HA and a D honour. And on a very bad day the trumps might break 3-0.

3♠ would be a limit raise, not a preempt. You might investigate slam if GIB bids that.

Edit: If West had bid, then North bidding 3♠ would be preemptive.
